Google Play Developer Console accounts trade on a smaller secondary market than Apple accounts, largely because Google Play accepts new developer accounts more freely. But aged accounts with published apps and clean policy histories still trade — buyers include acquirers of specific apps and developers who need to sidestep Google's 2024+ new-developer scrutiny for personal accounts.

The formal transfer path#

Google Play supports formal app transfers between developer accounts through the Play Console's Transfer app request flow. This transfers a single app cleanly, including reviews, installs, and revenue history. It does NOT transfer the underlying developer account itself.

For a full-account sale (rather than a per-app sale), the escrow-protected flow is either (1) a legal entity purchase, if the account is corporate, or (2) an account handover with a long inspection window, if the account is personal. Personal-account handovers are legally grey but functionally common — the escrow protects both sides against the counterparty's malicious actions, not against Google's own detection.

For paid apps or in-app purchases, the Google Play merchant account is separate from the developer account and does not transfer with the app. The buyer's own merchant account handles all future revenue; existing subscription customers may need to re-authorize payment.

Write this explicitly into the deal description or expect a dispute in month one when the buyer notices revenue is not accruing.
